I think they do want real HK people leave, but just follow China's schedule. After HK buys all the sea sand from China for rebuilding real estates for mainlanders immigrants, all the crucial components of HK business are overtaken and replaced by mainlanders, then China will see real HK people go, go into the China Bay Area.
